Results of the PSGE ratification 

The results of the vote on our Post-Settlement Governance Entity (PSGE) and associated resolutions are as follows:

  • Resolution 1: 92.16% of valid votes cast, voted YES
  • Resolution 2: 92.47% of valid votes cast, voted YES
  • Resolution 3: 88.15% of valid votes cast, voted YES

Crown approval of the PSGE ratification results 

On 28 August, we also received Crown approval for the results of our ratification vote to establish a new Post-Settlement Governance Entity (PSGE) to continue Treaty settlement negotiations on behalf of Ngāti Rangitihi, receive and administer the settlement redress for Ngāti Rangitihi.

In a letter received from Minister for Treaty of Waitangi Negotiations, Hon Andrew Little, and Minister for Māori Development, Hon Nanaia Mahuta, the Crown acknowledges that the ratification process was robust, allowed for full participation of members, and the results showed sufficient support from the Ngāti Rangitihi voting population. The Ministers’ approval is really good news for our iwi. We were always confident we had fulfilled the Crown’s criteria, but it’s great to now get confirmation so we can continue to negotiate towards settlement for our people.

Results of voting on SGM resolutions

A Special General Meeting (SGM) was held on 29 September is held to ask members to agree to transfer existing Te Mana o Ngāti Rangitihi Trust assets to the new Te Mana o Ngāti Rangitihi Trust PSGE (Resolution 1), and to dissolve the old Te Mana (Resolution 2).

Our SGM was well-attended and we are pleased to announce that both resolutions were passed with 86% of those who attended voting in favour of the two resolutions. The required threshold to pass the resolutions was 75%.

  • Resolution One: For – 62 / Against – 10
  • Resolution Two: For – 63 / Against – 9 

This means that, as of 1 October 2019, we are operating under a new Te Mana o Ngāti Rangitihi Trust PSGE and Trust Deed, and the old Te Mana has been dissolved.

What were you asked to vote on?

For our settlement journey to keep moving forward and as part of this upcoming ratification, we asked for your support and your vote on three resolutions:

Resolution 1:
I, as a member of Ngāti Rangitihi, agree that the proposed new Te Mana o Ngāti Rangitihi Trust will be the Post- Settlement Governance Entity to receive and manage all of the historical Treaty of Waitangi settlement redress on behalf of Ngāti Rangitihi.

Resolution 2:
I, as a member of Ngāti Rangitihi, authorise the transfer of the mandate to negotiate the settlement of the Ngāti Rangitihi historical Treaty of Waitangi claims from the existing Te Mana o Ngāti Rangitihi Trust to the new Te Mana o Ngāti Rangitihi Trust.

Resolution 3:
I, as a member of Ngāti Rangitihi, agree that the initial trustees of the new Te Mana o Ngāti Rangitihi Trust will be the current trustees of the existing Te Mana o Ngāti Rangitihi Trust.

Why did we need a new PSGE?

While the current Te Mana o Ngāti Rangitihi Trust is already set up as a Post-Settlement Governance Entity, this PSGE was set up in 2009 for the purposes of the Central North Island Forests Settlement – to receive Ngāti Rangitihi’s CNI redress. Since then, the Crown has developed a new template trust deed for individual iwi settlements. As part of the settlement process set out by the Crown, all iwi must have a PSGE that is fit for purpose to receive the Ngāti Rangitihi Settlement Redress. So, a new Te Mana o Ngāti Rangitihi PSGE (new Te Mana) and Trust Deed had to be established that meets the Crown’s policy requirements, and for Ngāti Rangitihi to receive its Settlement Redress once the Settlement is enacted. This is a normal part of the settlement process.
